Purpose
To guarantee worldwide, free and permanent access to and contribution to the OpenFisca software suite, its collaborative processes and its national and local models, hereinafter collectively referred to as “OpenFisca”.
It facilitates, defends and promotes the shared assets and open governance that give OpenFisca its status as a digital commons.
It designs and implements mechanisms for sharing the wealth created by OpenFisca to sustainably fund the work required to fulfill its purpose.
Framework of action
The association’s actions to achieve its purpose are carried out according to the following priorities:
- Ensure continuity of use.
- Enforce terms of use.
- Enforce community rules.
- Facilitate collaborative decision-making.
- Facilitate discussion between all stakeholders.
- Promote OpenFisca and its community.
- Promote the concepts and methods that enable OpenFisca to exist, develop and serve the general interest, in particular digital commons and Rules as Code.
- Increase the number of modelled jurisdictions.
- Increase use cases of OpenFisca.
Members
To balance the interests of the community over time, regardless of the number of parties involved, all members are assigned to different colleges. A proportion of votes is allocated to each college for voting at the General Meeting.
College B: Implementors
These entities use OpenFisca to provide services to end users through apps, reports, consulting… They support the product that enables these products by contributing a membership fee based on the number of users of their services and the gross national income of their country of establishment.
College C: Vendors
These entities provide support on OpenFisca implementation through training, service, expertise… They support the product that enables these contracts by contributing a membership fee worth 3% of the gross revenue that can be attributed to OpenFisca-related sales.
